Operation Toofan is a massive, statewide anti-narcotics campaign launched by the Kerala Government to eradicate the drug menace and trafficking networks across the state.
The initiative enters a highly localized phase through the Local Self-Government Department (LSGD) under the campaign banner "Toofan Thadesham" (Toofan Local Bodies). This joint initiative between the Kerala Police and the LSGD shifts the strategy from strict law enforcement and curbing drug supplies to reducing demand via intense community-level vigilance, awareness, and rehabilitation.

Key LSGD Structural Initiatives
  • Toofan Janajagratha Samithis (Public Awareness Committees): Formed at the local body level (Panchayats and Municipalities) with the active participation of residents' associations, women's groups, and the public to monitor and report drug-related activities.
  • Ward-Level Volunteer Forces: The campaign builds grassroots "Toofan Volunteer Forces" or "Toofan Warriors" in individual local wards to maintain neighborhood vigilance.
  • Special Toofan Grama Sabhas: The LSGD mandates special local ward meetings specifically dedicated to anti-drug action planning. For instance, all 1,692 wards in Kozhikode district organized special Grama Sabhas to hoist the Toofan flag and mobilize community resistance against substance abuse.
  • Grassroots Outreach & Rehab: Volunteers and local bodies conduct door-to-door awareness campaigns, identifying vulnerable youth and coordinating with health networks to offer treatment and rehabilitation.
